David M. Stone

The Honorable David M. Stone is currently the President and CEO of The Alacrity Homeland Group - a homeland security and critical infrastructure protection advisory firm. He serves on various Boards and is the Vice Chairman of the Board of the Ocean Security Initiative ( OSI ) which is a non-profit organization that focuses on building global Public and Private partnerships in the Maritime domain. David Stone is also the former Assistant Secretary of Homeland Security for the Transportation Security Administration (TSA). He was nominated by President George W. Bush and unanimously confirmed by the United States Senate.

As the Assistant Secretary, he was responsible for the security of the United States Transportation System which includes the Mass Transit, Rail, Highway, Pipeline, Maritime and Aviation modes of Transportation. Overseeing a budget of over 5.6 billion dollars and leading over 54,000 personnel, he took on what many described as the "toughest job in government today." As the leader of the TSA for over 18 months before transitioning in June of 2005, he was the longest serving Administrator in the organization's history. While leading TSA, he was instrumental in 1) Effectively deterring any terrorist attacks against the US Transportation System; 2) Aggressively promoting growth and increased access within the U.S Transportation System. Of note, airline passenger volumes increased 6 percent from 2004 to 2005 and 3) Preserving our Freedoms and Privacy while instituting appropriate transportation security risk mitigation measures.

Prior to his assignment to headquarters he served from 2002 to 2003 as the TSA's first Federal Security Director at Los Angeles International Airport (LAX), one of the largest and busiest airports in the world. There he established the post September 11, 2001 security standards required by law. During that assignment, he led the local effort to mobilize, train, and deploy the largest federalized screener work force in the United States, a monumental effort completed two weeks before the required deadline. The airport also implemented the 100% electronic checked-baggage screening program, screening in excess of 150,000 items per day.

Throughout his professional career, David Stone has been known to take on the toughest assignments and achieve impressive transformational results. Often, he has been the first person to hold a particular position and has taken a new idea or concept and from that built a lasting and meaningful organization. His commitment to excellence, unquestionable integrity, and character-based leadership style are well known qualities.

As a 28 year career naval officer, he served with great distinction achieving the rank of Rear Admiral and retiring from active duty in April 2002. He began his naval career in 1974, as a graduate of the U.S. Naval Academy, where he earned a Bachelor of Science Degree. He also holds a Master of Science in Management from Salve Regina College; a Master of Arts in National Security and Strategic Studies from the Naval War College in Newport, Rhode Island; and a Master of Arts in National Security Affairs from the U.S. Naval Postgraduate School. His subspecialty during his Department of Defense career was in the field of Intelligence.

His initial command at sea was the Destroyer USS John Hancock. As a senior officer, he served as the first Commander Destroyer Squadron Fifty/Commander Middle East Force, home ported in Manama, Bahrain, and later served as Chief of Staff to Commander, Sixth Fleet in Gaeta, Italy.

Upon promotion to Rear Admiral, he served as the Commander of NATO's Standing Naval Force Mediterranean during operations in the Adriatic in support of the Kosovo conflict. Other significant assignments included tours in the Pentagon on the staff of the Chief of Naval Operations as Deputy Director of Surface Warfare, and later as Director, Environmental Protection, Safety, and Occupational Health. His last operational command in the Navy was the Nimitz Battlegroup, where he was responsible for organizing, training, and equipping the sailors assigned for deployment.

Born in 1952 and raised in the town of Algonquin, Illinois he was elected Class President of Irving Crown High School and was an All-State Basketball player. In August of 2005, he was inducted into the Irving Crown High School Hall of Fame.

While attending the United States Naval Academy, he lettered in Basketball for three seasons. He was presented an "Outstanding Citizen Award" by his hometown of Algonquin in recognition of his leadership achievements and his outstanding commitment to service.

In 1977, the Honorable David M. Stone, married Cynthia Faith Voth of Clearwater, Florida. Together they founded Alacrity Solutions Corporation, a security consulting firm. They currently reside in Clarendon, Virginia.

James Frederik Blom

As a Vice President and co-founder of The Alacrity Homeland Group, Mr. Blom is responsible for assessing strategic opportunities including sales, technology partnerships, industry alliances, mergers and acquisitions. Mr. Blom runs Alacrity's Silicon Valley & Asia Pacific operations day-to-day and works closely with private equity and venture capital firms and their portfolio companies to identify additional revenue streams in the maritime domain awareness, supply chain, & network infrastructure market segments.

Over the past sixteen years, Mr. Blom has received numerous sales and business development awards and generated over $420 million in sales and $125 million in private equity financing. In addition to his operational responsibilities, Mr. Blom has been a keynote speaker on homeland security and venture capital in the U.S, U.K, and Sweden as well as being an active angel investor in network infrastructure, network security, and payment security.

Mr. Blom was first introduced to The Alacrity Homeland Group through VeriTainer Corporation in 2005 where he continues to serve as a senior consultant to the CEO and management team. Mr. Blom joined VeriTainer Corporation in 2004 as the Vice President of Corporate Development where he was responsible for strategic planning, alliances, and partnerships within the Maritime Shipping and Aerospace & Defense Industries. In addition to being a founding member of the executive team, Mr. Blom was responsible for managing VeriTainer's private equity and venture capital relationships as well as developing VeriTainer's business model and Series A Business Plan.

Prior to joining VeriTainer Corporation, Mr. Blom served as a Managing Director and Vice President of Corporate Development for Ingrian Networks-a leading data privacy firm in the infrastructure security industry. During his tenure, Mr. Blom was responsible for creating and managing several technology and O.E.M relationships including American Express and Network Appliance as well as securing Ingrian's lead Series B investor and restructuring Ingrian's business model and European operations.

Immediately prior to joining Ingrian, Mr. Blom served as a Managing Partner at Emerging Technologies A.B, a Swedish internet holding company and venture capital firm. While at E.T, Mr. Blom was responsible for enterprise software, networking, and wireless investments as well as running E.T's U.S operations and venture capital alliances. In addition, Mr. Blom assisted the Chairman and C.E.O with Emerging Technologies I.P.O ($70M) as well as advising E.T's portfolio companies (31) on all aspects of their business including U.S market entry, operational restructuring, product
management and later-stage financing.

From 1991 until 2000, Mr. Blom served in numerous business development, product management, and sales management roles for publicly held and private high technology firms. As the Director of Business Development at Exodus Communications, Mr. Blom was responsible for the day to day operations and execution of Exodus's merger and acquisition strategy as well as Exodus's international joint venture practice with global telecommunications firms. In addition, Mr. Blom worked closely with Exodus's S.V.P & V.P of Worldwide Sales & Channels creating over $200M in managed services revenues with partners such as Compaq Computer & Sun Microsystems.

At Compaq, Mr. Blom was responsible for the Enterprise Systems Division server and workstation product marketing strategy in CA. In this position he developed many strategic alliances with hosting, managed services and application service providers as well as assisting with Compaq's venture capital initiatives in Silicon Valley. During his three year tenure, Mr. Blom was instrumental in creating and executing the strategic alliance between Compaq Computer & C.M.G.I Inc. which led to the acquisition of Alta Vista by CMGI in June 1999. Mr. Blom joined Compaq Computer after having engineered a strategic alliance between EAI & Sense 8 Corporation which eventually led to the purchase of Sense 8 by EAI in 1998.

Prior to 1991, Mr. Blom worked for Overseas Shipping as an assistant ship planner at O.S.C's Los Angeles Container Terminal reporting to the General Manager and Vice President of Terminal Operations. During his employment, Mr. Blom was exposed to all aspects of terminal operations including car offloading, cruise ship operations, and general stevedoring. Overseas Shipping was sold privately to SSA Corporation in 1990.

Mr. Blom has a unique international business perspective having lived and worked in the United Kingdom, Denmark, Sweden, and France since 1995.

Moreover, he is from a highly respected Norwegian/American shipping family which for over four generations has operated, developed, and owned Liner Services (A.F Klaveness), Cruise Ships (Royal Viking Lines), Chartering, Brokerage, & Container Terminal Operations (Overseas Chartering, Overseas-Wiborg, & Overseas Shipping). He resides with his wife Karin and son Christian-Fredrik in San Anselmo, California.
